Policies and legislation affecting Early Years Practitioners This module will explore the changing features of different Early Years settings, working with other professional and the skills and the core skills of those workers. It will look at the policies and legislation affecting Early Years Practitioners and the beliefs and values that ensure quality childcare. It will also include observations and problems created by working within the current guidelines. Historically homes had no appliances so a womans occupation was chores and childcare, other family members lived locally and helped. With increasing school leaving age and new appliances women could fill freed time with jobs and increased income meant more appliances. Government policy supported women working; they had careers, luxuries became necessities, families dispersed moving to the work and alternative childcare was sought. This led to more childcare requirements providing parental peace of mind rather than education and preparation for life. The quality provided was diverse and various programmes were introduced through law, policy and consultation to meet the growing needs of parents and their children. The Children Act 1989 provided legislation for under-eights, introducing quality standards for all childrens services using a registration and an annual inspection (reports to be made available to parents) system maintained by local authorities. In addition they had to carry out checks on over eighteen year olds who came into contact with children, ensure that the premises used were suitable and set staff : child ratios. Children had to be helped to get the most from planned activities. The Acts failings were that it did not allow access to at risk children, provided insufficient emergency protection, allowed inappropriate Care Orders so that a child could be taken into care unchallenged. It did allow children and their families to be heard but this was seen a problem removing Local Authorities autonomy. The Special Educational Needs Code of Practice (1994) was the first that defined the roll of the SENCO (Special Educational Needs Co-ordinator) appointed for each setting. In 1997 the Labour Government stated in their manifesto: Previously there had been no measurable standards and establishments worked alone. Investment in the National Childcare Strategy (1998) provided more affordable, quality childcare places so parents could work satisfied that their children were safe and well looked after. More training was made available and to accommodate free childcare places for three year olds childminders could become accredited. Early Learning Goals replaced Desirable Outcomes within the Foundation Stage. Sure Start Local Programmes were an initiative started in 1997 to give every child the best start to achieved their full potential, initially 250 centres were opened to support parents, in disadvantaged areas, with early education (from birth to four), childcare and health. In 2004 Sure Start Local Programmes and Neighbourhood Nurseries became Sure Start Childrens Centres and are now accessible to every district. They are now meant to be self-maintained but this has not happened and funding has been cut. They advertise themselves as: The social expectation is that parents should return to work and the care given will provide children with the best start possible implying that wrap around childcare is best but ignores possible developmental problems such as not providing secure attachment, although a key worker is provided, the hours that the centres are open means that they work shifts. More importantly they have failed in their original remit as their qualities are recognised by the middle classes. The Laming Report resulted in the green paper, Every Child Matters (ECM) (2003), highlighting poor communication and lack of information sharing between agencies particularly health and education, when protecting children. It focused on five outcomes: Childrens Act 2004 provided the legislation enforcing local authorities and central government to meet some requirements of ECM particularly regarding multi-disciplinary working. Public outcry to the anti-smacking clause resulted inclusion of a definition of smacking. The Childrens Commissioner lacked power and this continues to cause concern. One agency had to be in overall control; Local Authorities were appointed but other agencies felt marginalised. There was valid concern about data sharing as there have been several occasions when data has been made visible on the internet. After consultation ECM: The Next Step (2004) stated that aged five children should completed the foundation stage so be ready for school narrowing the gap in the 20% most disadvantaged. ECM: Change for Children covered inclusion for special needs. Although the Childcare Act 2006 states that local authorities have to provide information, advice and help for children up to 20 years, it was also given a duty to provide childcare providers information, advice and training, to ensure sufficient childcare to meet parental demand and be duty bound to improve the ECM outcomes. It merged Birth to Three, the Foundation Stage and National Standards for Under Eights Day Care and Childminding into the Early Years Foundation Stage (EYFS) with the expectation of providing high standards of early education from birth to five and recognising over fives need different care. Childcare providers in Hampshire work within their authoritys interpretation of the act. The current government agree that every child should fulfil their potential but feel that the key is parental background. They acknowledge that without good quality childcare this is less likely to be met. They cite that However, when their education ends the economy needs to meet the expectations of these children A report commissioned from Leon Feinstein which illustrated that early intervention was needed citing information as much as 40 years old ignoring the impact modern practice. They intend funding early learning and childcare for 20,000 most disadvantage two year olds and extend free childcare (EYE). Most of the 5% that do not currently access EYE come from disadvantaged families; Sure Start Health Visitors remit will be to attract these families. Although the changes in law and policy since 1989 were needed it would have been better if they had been proactive or put into place after consultation with end users (practitioners, parents and children) not just experts and not fixing problems as they occur. Standardizing the Procurement Process

The ACME Development Corporation has charged me with the task of standardizing their procurement processes and practices. In order for me to accomplish this, it is imperative that all project managers understand why a standardize procurement process is an important part of the project management lifecycle and what negative impact would occur if we continue to do ‘business as usual’. Let’s start by taking a look at how procurement fits into the project management lifecycle. As one of many subsidiary plans of the Project Management Plan, the Procurement Management Plan is the organization of processes of all purchases and acquisitions of external resources (products and/or services) which are needed to perform work and complete the project. (PMI, 2004) These processes can be separated into six different process areas: 1. Plan Purchases and Acquisitions 2. Plan Contracting 3. Request Seller Responses 4. Select Sellers 5. Contract Administration 6. Contract Closure (PMI, 2004) Each of these processes interacts with the other Knowledge areas at various times during the lifecycle of the project. Contracts are typically drawn up to secure products and/or services that conform to and fulfill the project’s needs and are usually scrutinized by specialists in contracting, purchasing and the law. This is important as a contract is a legally binding document, so we want to be sure that the wording in that contract accurately defines how, when and what it is we are trying to acquire. If a contract does not accurately spell out the terms of an agreement, disagreements and frustration can lead to project delays and unsatisfactory outcomes, or worse yet, law suits can plague a project. We see this all the time in the news. For example: In the small town of Adelphia, Ohio, a dispute between a sewer contractor and the city erupted when the contractor developing a sewer system for the community wanted to back out of the 1994 contract (which was for 40 years) and the community was already paying fees for the sewer system. Long story short, the courts ended up settling the dispute and dissolved the contract due to improper legal wording in the contract, however a new agreement has since then been reached, but only at the expense of the local tax payers. (Genson, 2006) The down side to doing ‘business as usual’ can (and most likely will) lead ACME to face difficult project situations (at best), eventual project termination, or even business failure with potential jail time for mismanaged or improper business practices. With the passing of the Sarbanes-Oxley Act of 2002, businesses across the United States (and those who do business with U.  S. companies) are being held accountable for their actions. (107th Congress, 2002) This is to primarily protect investors by the improvement and accuracy of corporate disclosures as well as to make sure good ethics are being practiced. By standardizing ACME’s procurement management processes, we should be able to effectively control our project spending, identify and hopefully neutralize potential project risks, control our projects’ schedules, and ultimately finish a project with at least an expected out come or better yet, a finished project with greater quality than anticipated and less capitol expenses.

Employee Portfolio Management Plan

As a manager at Riordan Manufacturing I recently had three employees take a series of self-assessments. I did this so that I could help manage them effectively. Now that I have these assessments, I will create an Employee Portfolio for each of the employees as a help guide in developing ways to manage them. The first assessment taken was, how satisfied am I with my job? This basically is your general attitude about the job. The higher the score the more satisfied the employee. Amber scored the highest at 73 points. Amber is a highly motivated employee, but complains very openly when she is upset. Chris scored a 62 on the assessment. He is a positive employee but could be more flexible on his working habits. Last is Taylor, who scored a 58. She is motivated but likes to go out of her way to help others. This has caused a few problems in branch she works in. The second assessment taken was the am I engaged? This scale measures work engagement. The higher the score, the more engaged an employee. Taylor scored the highest on this assessment with a 35. Taylor is determined to do the job right but sometimes gets too detail oriented. This causes her work to be late. Chris scored a 32 on the assessment. Chris is a natural leader but has a tendency to get too involved with some of his surroundings. Last is Amber who scored a 25. Amber is persistent which can result in unnecessary talking. The third assessment is how are you feeling right now? This scale ranges 10 to 50, the higher the score the more positive the emotions. Taylor scored the highest at 39; she is a very upbeat young lady who can be emotionally sensitive at times. Next is Chris with 32, he is a self-confident young man but sometimes is insensitive to the needs of others. Last is Amber who scored 27. Amber is a happy individual but gets easily depressed if something upsetting happens. The next assessment is what’s my affect intensity? This assessment measures the strength of an emotion. All of these horrifying events were consequences of the evening, April 20, 1889, when the one man responsible for all of this was born. Adolf Hitler was born into a loving family of small farmers and craftsmen. He had one half-sister, Angela, and one half-brother, Alois, Jr. Hitler's mother loved him very much and anyone could tell, because she showered him with affection. In his early school years, Adolf was a truly good student. He even took singing lessons and sang in the choir at a Benedictine monastery. He found the church festivals fascinating. His enthusiasm for the church soon began to fade, though. As his teen years approached, he began to rebel against the church and the career plans that his father had made. These plans were for him to become a civil servant, just as he had been. Hitler loved art and wanted to become a painter. He refused to go by his father's plans. This was just one thing that him and his father did not get along about. There really wasn't much they did agree on. Sometimes Alois criticized and even struck his son. Although they didn't get along very well, Adolf was devastated at his father's death when he was a merely thirteen years old. He even cried when he saw his body laying in the casket. Hitler was devoted to his mother and loved her deeply. She was very kind to him and encouraged to be an artist, or whatever else he decided to be. He even thought of himself as his mother's darling, and he carried her picture with him everywhere he went. In 1905, Hitler visited the country where he would later become dictator. While he was there, as a pale and sickly looking teenager, he stuck everyone as a shy and reserved young man. After that, he spent a few months studying, drawing in Munich, Germany. In October of 1907, he moved to Vienna, planning to study art. He applied to the Academy of Fine Arts Academy, but got rejected. The next year, in December, his beloved mother, Klara passed away. Later that year, he applied again for the art academy, but got rejected again. In the month of October, 1914, World War One broke out and Hitler joined the Bovarian Army. Hitler felt he needed to defend Germany, his adopted country. On August 4, 1918, Hitler was awarded the Iron Cross, First Class for bravery. Then, on June28, 1919, Germany signed the Treaty of Versailles, ending WW1. Several years later , in 1942, Hitler and his army shattered many lives by capturing and killing the inferior races the slowest and most painful ways possible. The inferior races, according to him were all Jewish people, the terminally ill, the physically and mentally handicapped, and anyone not of German descent. Hitler was a horrible and sick man, who brought on tough times for all people. Many people agree that it was very hard to speak up and if you did, you would get killed. Hitler even had doctors testing to find the most painful and horrible deaths on people. Hitler had a great relationship with his mother, but he and his father argued most of time. His father even beat him on occasion. Hitler was a scrawny and sickly looking boy who only had only one friend. He had gotten rejected from art school twice. All of this made him feel that he had no purpose in the world. Doing these horrible things probably made him think that he was making people feel the same way he felt all of those years and for a small amount of time, made him feel better about himself. I think that the German people were willing to follow and believe Hitler, because they had been through some rough times and would believe anyone who said that they could give them jobs and raise their income. They also wanted to hear that they were the best and when he said this, he won many Germans over.
